Three Houses is not very kind to Ashe, in more ways than one.

Ashe suffers the unfortunate distinction of both losing his adoptive father at the hands of the player and being a rather unimpressive unit. His base stats are aggressively average, his growth rates are nothing special, his personal ability essentially just saves small amounts of money in a game flowing with gold, and he has no distinct redeeming combat arts. A choice to use Ashe is a choice to embrace this lack of unique qualities and just play the game how you want to play it. That's not to say Ashe is bad, just that other units do what he does better, and then some.

The one thing Ashe has going for him is a useful set of skill proficiencies. They make obtaining vital mastery skills like Death Blow, and Hit +20 rather simple, and allow efficient access to Sniper and Wyvern Rider/Lord. Mastering Fighter for Strength +2 is sorely appreciated, and once the intermediate classes are done with it's mostly a choice between Hunter's Volley and flying. The former allows Ashe to avoid counterattacks and possibly stack crit (Sniper Ashe has a 75% Dex growth), while achieving Wyvern Rider certification will likely boost Ashe's core stats and provides all-important movement.

Ashe has very few other options. His spell list is extremely limited and his stats do not lend themselves to the arcane arts. His combat arts are all inferior to Hunter's Volley; Focused Strike is redundant with Curved Shot, Shatter Slash and Waning Shot are unimpressive, and Deadeye quickly becomes unreliable in Maddening mode. He is not likely to be one of your core combat units without a serious amount of stat boosters. Still, he can provide reliable chip damage, take out squishier enemies from a safe distance with the right build, and fill a role as a support Gambit user. Sniper Ashe is often quite happy to provide support in the form of Retribution, Impregnable Wall, or Stride, all available at C-rank authority or lower (in the Blue Lions route, anyway), meaning he has a reasonable shot at reaching lategame abilities like Bow Crit +10 or even Bowfaire.

While Ashe may not stand out at any particular niche, he can still fill a few viable roles with courage.

Recruitment

Ashe will automatically be recruited if the player selects to teach the Blue Lions house.

Ashe can be recruited once Byleth has achieved a stat of Cha 15 and Skill Rank C in Lance. These requirements can be lowered if Byleth builds support with Ashe, as shown in the below table.

If playing Verdant Wind or Silver Snow, Ashe will automatically leave your party at the end of the academy phase. He reappears as an enemy in Chapter 15 of both routes, and if he was previously recruited in the academy phase you can defeat him with Byleth to have him rejoin at the end of the battle.
